I’m Sydney Speicher, a lifelong resident of Washington County and a first-generation college graduate from a working-class family.

I am running to be a representative who listens, acts, and stands up for our community every day. I want to ensure that every child, every worker, and every family in District 15 can thrive. Together, we can build a stronger, healthier, and more prosperous district where people feel supported and heard.

Public Schools+

Advocate for increased state funding to ensure every school in our district has the resources it needs to give children a fair start. I want to make sure teachers have the support they deserve and that every classroom has enough aid, so students get individualized attention.
Work to keep class sizes manageable so no student is overlooked and every child has the space to learn and grow.
Expand mental health and counseling services in schools because I know that emotional well-being is essential for academic success.
Partner with local businesses and universities to create mentorships, internships, and extracurricular programs that prepare students for the future and strengthen our community.

Healthcare Access & Affordability+

Push to expand Medicaid and other programs to make healthcare and prescriptions affordable for all families and seniors. No one should have to choose between paying rent and accessing medical care.
Advocate for stronger funding for community health centers, especially in rural or underserved areas, to make sure residents have care nearby.
Promote policies that reduce surprise medical bills and improve transparency, so families can plan and avoid financial hardship.

Women’s Rights and Reproductive Healthcare+

“Decisions about healthcare are being taken out of women’s hands—Sydney will fight to protect reproductive freedom.”

Defend access to safe abortion services and reproductive health clinics. Every woman should have the ability to make decisions about her own body.
Increase availability of reproductive health education in schools and communities to ensure young people have accurate information.
Work with local nonprofits to provide support and resources for women and families, because healthcare should be both accessible and compassionate.

Labor Rights and Working Families+

Fight for fair wages, including increasing the minimum wage and enforcing labor protections, because hardworking people deserve to be paid fairly for their work.

Support affordable childcare initiatives that help parents stay in the workforce and build stable, secure futures for their children.

Petitions are circulating now and I need a minimum of over 300 signatures to secure my spot on the ballot by March 4th. Door knocking, and even just signing the ballot if you are in District 15 are highly appreciated at this point in my campaign. Donations are also welcome, but I understand the economic challenges we currently face so just you being here means a lot.

Ghost GunsHouse Bill 777, final passage, March 27, 2024

The Record

The Pennsylvania House passed HB 777, making it a felony to sell or transfer untraceable "ghost guns," by a vote of 104 to 97 on March 27, 2024.
The Capital-Star reported the vote broke along party lines apart from four members: one Democrat voted against, and three Republicans voted in favor. All three were from the southeast: Joe Hogan, K.C. Tomlinson, and Martina White.
Kail was not among the three Republicans who voted yes.
Gun Owners of America publicly opposed the bill and tracked the vote.

Suggested Message

When the Pennsylvania House voted to make untraceable ghost guns a felony, Josh Kail voted no.

Families in Beaver and Washington counties deserve a representative who takes public safety seriously.

Reproductive FreedomSenate Bill 106, House concurrence, July 8, 2022

The Record

The Pennsylvania House voted 107 to 92 to advance SB 106, an omnibus resolution whose lead amendment declares that the state constitution does not grant any right relating to abortion, including public funding.
Ballotpedia records the yes column as 106 Republicans and one Democrat, and the no column as 88 Democrats and four Republicans.
Kail's own official campaign site states he is a legislator who will "defend life and the Second Amendment."

[VERIFY] Four Republicans voted no and are not named in the sources reviewed. Confirm Kail's individual vote on the SB 106 concurrence before running any message that asserts how he voted.

Suggested Message

Josh Kail campaigns on his promise to "defend life." Sydney Speicher trusts women to make their own medical decisions.

That is the choice in the 15th District.

Data Centers and EnergyCommittee jurisdiction, 2025-2026 session

The Record

Kail sits on the House committees for Consumer Protection, Technology and Utilities and for Energy, the two panels with jurisdiction over the data center buildout and the electricity costs that come with it.
He also sits on Appropriations and Judiciary, and chairs the Appropriations Subcommittee on Criminal Justice for the Republicans.
Speicher's published position is that Pennsylvania should assess energy and water impact before approving industrial development, and strengthen zoning and environmental review so projects do not strain local resources.

The Record

The Pennsylvania House passed HB 2180, establishing an $80 million School Meal Debt Fund to clear unpaid student breakfast and lunch debt statewide, by 118 to 84 on July 1, 2024.
Every Democrat voted yes. 16 Republicans joined them. The remaining 84 no votes were Republican.
The bill was never taken up by the Republican-controlled state Senate.

[VERIFY] The 16 Republican yes votes are not named in the sources reviewed. Confirm whether Kail was among them before running any message about his vote.

Suggested Message

The Pennsylvania House voted to wipe out $80 million in school lunch debt so no child gets turned away at the register.

Sixteen Republicans helped pass it. Eighty-four voted no.

2024: Kail 24,702 (68.93%), Ashlee Caul 11,135 (31.07%). 35,837 votes cast.
2022: Kail unopposed. 22,375 votes cast, a drop of more than 13,000 from the prior presidential year.
2020: Kail 24,558 (70.85%), Bob Williams Sr. 10,102 (29.15%). 34,660 votes cast.
2018: Kail 15,393 (61.5%) in his first run, against Terri Mitko. His weakest showing.
The district is 32 municipalities: 17 in Beaver County, 15 in Washington County, verified against Census TIGERweb boundaries.

Read

The 2018 midterm is the only cycle in which the seat was held under 62 percent, and it is the closest analogue to 2026. Midterm dropoff in this district has run above 13,000 votes off the presidential-year total.

Audience

Persuasion targets are moderate and unaffiliated voters in the Beaver County boroughs. Turnout targets are 2018 and 2020 Democratic voters who sat out 2022.
